Kushlan | Associates provides planning and management services to Idaho communities and non-profits. Diane Kushlan founded Planning and Management Services in 2002. After his retirement in 2011, Phillip joined Diane to form Kushlan | Associates. Since 2002, the firm has served only local governments and non-profits in Idaho in over fifty planning and public management projects. To these projects, the firm brings their years of highly successful experience as professionals in local government.

Our firm is founded on a wealth of experience in both directly providing public services as well as assisting communities to focus on their future. Phil Kushlan retired in 2011 from his position as Executive Director of the Capital City Development Corporation, Boise’s urban renewal agency, a position he held for twelve years.  Prior to that, he served as City Manager in Bellevue, Washington and Cottage Grove, Oregon for over twenty years.  For a four-year period in the 1990s, he headed his own consulting firm specializing in strategic planning and executive recruitment in Washington State.

Diane Kushlan similarly has served local governments in management positions as well as, most recently, in a variety of consulting roles, providing award-winning planning services to Idaho communities.  Her creative approach to involving citizens and stakeholders in planning processes has produced plans that garnered effective support of elected officials resulting in committed and fulfilled implementation.
